The Vatican or the Roman Catholic Church came on to the scene as a religious power, while the other kingdoms came on to the scene as secular-political powers.

The Vatican or the Roman Catholic Church morphs into a religious and political power, while seven of the other kingdoms continue as secular-political powers.

It is the union of religious and political power that distinguishes the Roman Catholic Church from the other kingdoms. An 'image' to the Roman Catholic Church is an entity that has the same characteristic.

7. Revelation 13:14 says that the earth beast - the United States of America - will say 'to them that dwell on the earth, that they should make an image to the beast' - the Roman Catholic Church. What does it mean?

“[the earth beast - the United States of America is] Saying to them that dwell on the earth [the people of the United States of America], that they should make an image to the beast.” Here is presented a form of government in which the legislative power rests with the people, another evidence that the United States is the nation symbolized by the earth beast.
The United States of America is saying to their people that they should make an entity that has the same characteristic as the Roman Catholic Church - a union of religious and political power.
More than 70% of American adults identified themselves as Christians.
When the leading Protestant churches of the United States, uniting upon such points of doctrine as are held by them in common, shall influence the state - the secular power - to enforce their decrees and to sustain their institutions, then Protestant America will have formed an image of the Roman hierarchy. In order for the United States to form an image of the beast, the religious power must so control the civil government that the authority of the state will also be used by the church to accomplish her own ends.
The 'image to the beast' represents that form of apostate Protestantism which will be developed when the Protestant churches shall seek the help of the civil power for the enforcement of their dogmas.
